L’arrivée des Américains à Rochefort après l’entrée en guerre des Etats-Unis trouble un peu la tranquillité de la sous-préfecture avec leur installation à la Cabane carrée. Un fait divers sanglant entre marins civils noirs-américains n’est pas pour rassurer.

Autopsy of a murder in 1917

The peace and quiet of the the town of Rochefort was somewhat disturbed by the arrival of American troops shortly after the US entered the war in 1917. A squabble between two civilian Black sailors resulting  in the death of one of them certainly  did not help to allay local people's concerns.
